Electronic Sexual Offender Registration/Notification

The responsibility for registering Belmont County's sexually oriented offenders through the State of Ohio's newly implemented E-SORN program (Electronic Sexual Offender Registration Network). As E-SORN Officer, Sgt. Dave Lucas is responsible for the statutory mandatory registration of sexually oriented offenders in Belmont County through the E-SORN network, and for notification of the presence of these individuals to local law enforcement, school officials, etc., as well as ascertaining their whereabouts in the community and verifying the accuracy of information provided by them to Sgt. Lucas.

Sgt. Dave Lucas is a 25 year veteran of the Belmont County Sheriff's Office. Sgt. Lucas took over as E-SORN registrar on the retirement of Sgt. Jon Hawthorne in March of 2005. Sgt. Lucas was a 2-year veteran of the Barnesville Police Department when he came to the Belmont County Sheriff's Office as a Road Patrol Deputy in January 1981. He was promoted to Road Patrol Sergeant in January 1985.
