Belmont County Jail

 
    The Belmont County Jail is a seventy-two (72) bed maximum security, full-service facility. It can house sixty (60) male prisoners and twelve (12) female prisoners at any given time. It is divided into two (2) dormitory style and four (4) popular style cell blocks. Each cell block can house up to twelve (12) inmates. The Belmont County Jail provides services for the Belmont County Sheriff's Office and police departments countywide. The Belmont County Jail is currently operated under the direction of Jail Administrator Allen G. Porter, and his staff of thirty (30). The staff consists of four (4) Jail Sergeants, twenty (20) full-time Deputy Jailers, and six (6) part-time Deputy Jailers. Each shift includes one (1) Jail Sergeant and four (4) full-time Deputy Jailers. The role of the Jail Administrator is to oversee the procedures of the jail, including staff members, finances, and the health and safety of the inmates. In addition, the Jail Administrator is assisted with court scheduling/transportation and inmate commissary by two (2) full-time Deputy Jailers. Jail sergeants perform in the capacity of shift supervisor. They are responsible for the ongoing activities in the jail, assists Deputy Jailers where needed, and make decisions on issues that need immediate response. Jail Sergeants promote efficiency and ensure that day-to-day functions of the jail are met by their staff members. Jail Sergeants also provide background checks for employment and housing purposes, along with other agencies' inquiries. Fingerprinting for job applicants and children's identification are also done by appointment only. Full time Deputy Jailers duties begin with the intake upon receipt of an inmate. Each inmate is searched for contraband and taken to a holding cell while the booking process is initiated. Deputy Jailers are responsible for booking and showering each inmate and escorting them to their designated housing location. Deputy Jailers monitor the activities of the inmates and supervise daily recreation and cleaning details. Part-time Deputy Jailers duties fundamentally consist of transportation of inmates to court and court related appointments. The part-time Jailers' duties are assigned by the Jail Administrator's appointed coordinator, and are carried out by the primary transport officer along with the part-time deputy jailers. The Belmont County Jail is medically equipped to handle minor inmate emergencies in-house with the assistance of a medical staff consisting of four (4) nurses and a 24-hour on-call doctor. Major emergencies are handled by the jail physician in conjunction with a local hospital emergency room.
